After a dry run at Foxtail, the "ninth hour" happy-hour concept (theoretically that which follows an eight-hour workday) is now at the Katsuyas, too. Baked Crab Hand Rolls and Burning Mandarin cocktails are priced down to—yes—nine bucks apiece. Here's hoping for a lunchtime "fourth hour" soon.
